Staffordshire County Council is on the lookout for an experienced chartered surveyor to take the lead on asset management activities, including property disposals, acquisitions, and valuations within a diverse public sector portfolio. This pivotal role offers the chance to influence and implement estate strategies that improve operational efficiency and underpin wider regeneration and development initiatives. It’s a strategic position that demands both deep technical knowledge and strong commercial insight.The Estates and Valuation Manager is responsible for the transactional elements of council’s £700m corporate and maintained school’s estate.The role sits within the property team which is responsible for ensuring that Staffordshire County Council has a safe, efficient and cost effective corporate and maintained schools’ estate. It develops and delivers a property strategy and asset plan for corporate properties and schools to manage the estate to suit the changing needs of a dynamic and diverse organisation. The role requires significant experience of public sector estate management. Someone who is comfortable with sales and acquisitions, leases in and out but balancing commercial and community interests. We also need skills suitable for commercial investments where this supports the aims of the Council.You will work with service areas and other stakeholders to ensure that their requirements are met to help achieve continuous improvement in customer satisfaction. in addition, the role will entail working with members, senior officers, committees, sub groups and the Council's Cabinet providing reports and advice as required.
Main ResponsibilitiesYou will: Manage a small team of Estates professionalsOversee the acquisition and disposal of public sector property assetsManage a mixed-use estate encompassing both commercial and operational properties including carrying out negotiations on rent rent reviews and lease renewals both in a landlord and tenant capacityDeliver informal appraisals of land and buildings for internal departments to support financial reporting and strategic estate planningContribute to asset reviews with the aim of enhancing estate value and performanceAct as a key point of contact for internal and external stakeholdersPreparing terms and conditions to finalise legal documents in conjunction with the Council's legal services teamProduce detailed and accurate reports for client departments, members and the Council's Cabinet and committees
The Ideal CandidateYou will have:A relevant professional degree or equivalent qualification or experienceChartered Surveyor (MRICS or equivalent) with extensive estates and asset management experienceStrong interpersonal and negotiation skills, with experience engaging a wide range of stakeholdersStrategic thinker with a track record of driving efficiencies and unlocking estate value Proficiency in written communication and report writingExperience of working within the estates and valuation fields, preferably within a similar governmental organisationExperience of providing independent, impartial, professional property advice to public sector organisationsKnowledge of relevant legislation, national performance standards, and statutory requirementsAn awareness of local authority governance and financial regulationsExperience of collaborating closely with other professionals in the property field including solicitors, planners, facilities managers, and externally appointed agentsFor an informal chat about the role please contact Lee Wells, Head of Corporate Assets at:
