About the Role
Bromsgrove District Council and Redditch Borough Council operate a joint fleet of nearly 200 vehicles providing waste collection, street cleansing, grounds maintenance, and housing repairs services to nearly 80,000 households, operating out of two depots for the two areas.
Keeping this fleet on the road is a crucial part of delivering these services, and means there is a large variety to the work we do; which means we're looking for people who are innovative, driven and committed to serving and improving our local area.
Although Local Government is changing, our local residents will require our operational services to keep supporting them with their waste and the cleanliness of their local environment, so our team are looking for a qualified and experienced Transport Manager to take on the legal responsibilities as our Operators License Holder, and operational manager of our Bromsgrove based Fleet and Workshop.
As part of this, the successful applicant will be expected to ensure a high standard of maintenance and support for Operational teams and management structures to proactively monitor compliance in the use of our vehicles and support operational requirements at all times. As such, this will also require flexibility to support our compliance and fleet maintenance across both depots as and when required to support services.
The Depot Workshops provide a repair and maintenance service for the Councils internal fleet across Environmental Services and Housing, which includes a diverse range of HGVs, light vehicles and road-going plant.
The successful candidate will work as part of a team to deliver an extensive Programme of vehicle maintenance, repair, inspection and examination. They will work to ensure compliance with statutory legislation, the legal requirements of the Councils Operators Licence, DVSA requirements and internal Council policies and procedures.
The role will also be required to support future planning and consideration of how the Council's operational fleet can support the aspirations of the Council's Climate Change targets, what infrastructure requirements and training may be required, whilst maintaining a high level of service efficiency and compliance.
To provide support to all the Council Services, we operate an alternating weekly shift rota of early and late shifts to cover the hours of 6.30am - 6pm at each depot (1 week early shift, 1 week late shift).
The ideal candidate will have the following experience:
- Transport CPC holder.
- Authorised Examiner Designated Manager
- Experience of managing Capital and Revenue budgets of circa £3m per annum.
- Commissioning and Managing 3rd Party Subcontractors.
- Public Sector Procurement processes
- Partnership building with private sector suppliers
- Fleet management of over 150 assets.
- Strong operational knowledge of work planning and scheduling.
- Experience of managing a workshop servicing multiple vehicle and equipment types across multiple sectors of work.
- Thorough understanding and ownership of risk management and the Health and Safety requirements of a fully equipped operational workshop
- Experience of coordinating across multiple teams regarding Fleet Status and compliance requirements to maintain service delivery and compliance.
- Knowledge of transport management systems & vehicle telematics.
- Experience of managing an MOT Testing Station site.
- Strong numeracy and IT literate with good Excel and data handling skills.
- Knowledge and understanding of transport KPI’s with understanding of financial management / performance of the operation.
- Worked in a unionised environment.
- Ability to coach, train, and develop direct reports.
- Good decision-making skills, able to analyse, prioritise and plan as well as responding to quickly changing workloads.
- Driving a culture of high performance, safety, compliance and Continuous Improvement.
- Report Writing and Business Case Development
- Experience of indirect management of driving behaviour and developing a safe and efficient driving culture.
